Well... I'm no rocket scientist... but seeing as this thread is titled "Happy Birthday Biedrins" and there's a little party hat on the smiley face the guy enclosed... I'm putting my money on some sort of "happy birthday" message in their native language. Just me.

Yeah .. and I've already put in more time searching google than it takes to learn how to make free throws
At least one Latvian To English Translator comes up with nuthin. I clicked around a little bit and one online translator came up with a slightly different language than Latvian ... Middle F something i think I recall ... but I couldn't duplicate the results of that search now if I .. well, you know. The one or two words I did get back included the word ... "results" .. I think ... but maybe that's something I created .... "results" ...

And one time I put in the words and it came back some other language ...
Middle something or other .. I tried doin a search again and couldn't find it.  Now he's got a doggone sprained ankle ..
